Navigating the New World Order: A Strategic Dialogue on the Global South

May 26, 2025

A pivotal discussion on “Challenges and Opportunities for the Global South in a New World Order” was recently co-hosted by the Indian Business Council (IBC) and the High Commission of India at The Indian Symphony in Mauritius. Held on 26 May 2025, this landmark event brought together influential voices shaping India’s international engagement and vision for sustainable development, with a special focus on Mauritius’ strategic role.

Setting the tone for the session, Mr. Vimarsh Aryan, Deputy High Commissioner of India to Mauritius, opened with a powerful call to action:“If you are not on the table, you possibly could be on the menu.”

Mr. Aryan underscored India’s vision of MAHASAGAR — a commitment to equitable and inclusive global development — and urged the Global South to take charge of its narrative.

“We are not peripheral to global conversations — we are central to them… We must speak for ourselves and shape the world that is yet to come.”

He articulated India’s approach as one rooted in mutual respect and friendship —

“We are not here as donors, but as development partners… true friends who listen, stand by you, and rise together.”

The keynote speaker, Mr. Debashish Mishra, Chief Growth Officer at Deloitte South Asia, was introduced by IBC President Mr. Jayasankar Seshadri as “a visionary in sustainable energy and emerging markets.” Mr. Mishra delivered an in-depth presentation exploring India’s trajectory in global trade, technology, manufacturing, and economic diplomacy.

Key Highlights from Mr. Mishra’s Address:

  • India’s Economic Strength: With domestic consumption reaching US$ 2.3 trillion in 2024 and accounting for 56% of GDP, India is poised for sustained growth. Its booming services exports (from US$ 53B to US$ 388B in 20 years) and high-end manufacturing exports (rising from 17% to 30% of total exports) reflect a strong economic foundation.
  • Make in India and PLI Schemes: These initiatives are repositioning India as a manufacturing and export hub, with key growth areas in electronics, pharmaceuticals, agri-products, and electric vehicles. Smartphones, for instance, now represent US$ 24 billion in exports — a remarkable leap from zero.
  • Opportunities for Mauritius: Mr. Mishra outlined Mauritius’s potential under AfCFTA and CECPA, suggesting that 35–40% value-added products could enjoy origin benefits. He encouraged Mauritius to adopt PLI-type schemes to attract high-growth sector investment and boost re-exports to Africa.
  • IT & Services: With 60% of India’s services exports driven by IT, Mr. Mishra advocated for Mauritius to build its BPO and ITeS capabilities by leveraging bilingual talent, its time zone advantage, and strategic STEM education.
  • MAHASAGAR Vision: Under India’s integrated Indo-Pacific and Africa strategy, Mauritius plays a pivotal role. Pillars of this vision include:
    • Trade for Development – fostering SME cooperation and regional integration.
    • Emerging Technologies – focusing on AI, DPI, digital skilling, and financial infrastructure.
    • Blue Economy – securing maritime trade routes, enhancing regional surveillance, and supporting Mauritius’ marine economy.
  • Blue Economy & Security: Mr. Mishra emphasized India’s commitment to the Indian Ocean region, referencing joint initiatives like EEZ surveillance, IFC-IOR, hydrographic surveys, and maritime infrastructure development on Agalega Island. He also highlighted space cooperation to support Mauritius’ climate resilience.

The event provided a platform for deep reflections on how the Global South — anchored by India’s inclusive leadership and Mauritius’ strategic positioning — can navigate emerging geopolitical shifts and economic realignments. The discussions resonated with the guiding spirit of Vasudhaiva Kutumbakam — the world is one family.

Through this initiative, IBC continues to reinforce its commitment to shaping regional economic discourse, fostering South-South cooperation, and promoting informed dialogue on the future of global governance.
